Records stored under "virtualhosts" array in JSON configuration store for model
1.0 are ignored by JsonFileConfigStore for model 2.0 because VirtualHost is no
longer a child of Broker and ConfiguredObjectRecordConverter.loadChild cannot
identify that records stored under "virtualhosts" are CO records as it only
converts records for direct children of given parent category (Broker in this
case).
