Allow management UPDATE requests on dispatch log entities, so that the logging
levels can be modified at run time.
This should be settable using the generic UPDATE operation of qdmanage, but may
need to also extend qdmanage with a more convenient syntax for setting log
levels since this will be a frequent operation.
