Description:
Refactor the IO transport layer used by the Java Broker to utilise Java NIO.
This refactoring is made to allow for further simplifications elsewhere in the
Broker notedly on the message delivery and management paths where there are
currently poor division of responsibilities and consequently poor unit testing.
This change will not affect the Java Client.
