DISPATCH-26: Documentation updates for 0.3
Check for pdflatex before attempting to build PDF.
Update README with requirements for building PDF.\
Build should now suceed with/without pandoc and/or pdflatex installed.
Always installs markdown documentation, with pandoc also installs
man pages and HTML book, with pandoc + pdflatex also does PDF.
