Description: To allow for the uploading of an truststore/keystore (JKS)
files through the REST API, modify the FileKeyStore and FileTrustStore
implementations to allow the jks file to be represented by a URL (if the value
is not a valid URL then treat it as a file path). (was: To allow for the
uploading of an ACL file through the REST API, modify the ACL plugin to allow
the acl file to be represented by a URL (if the value is not a valid URL then
treat it as a file path).)
