At present a default non-zero timeout is applied even if auto-delete is
explicitly on, which is not intuitive. A default, non-zero timeout is not set
when the link is explicitly marked unreliable even though unreliable is the
default and if implicitly unreliable the timeout is applied. This is on the
0-10 codepath only.
