By accelerating the interval for Router-Advertisements when the topology is
changing, time-to-stability for mobile addresses can be significantly improved.
I propose using a 4-second interval in flux-mode and the old 30-second interval
in stable-mode. Stable mode is defined as there being no topology changes in
the last two flux-mode intervals (8-seconds).
