After some discussion on #python on freenode about how PyPI works I think we 
need to start treating the Z field in the version on PyPI as a release field. 
Due to the way some OSes do version comparisons and also standard based package 
management we can't use the usual dash. The folks on #python on freenode 
recommended making this 0.26.1 for instance so that when client pull from PyPI 
they will consider this updated version newer.

If we don't do this then users will believe they already have the latest 
because they will have a copy labeled 0.26 and the server will still be at 0.26.
