I've never seen this - what I do see is the windows firewall complaining that the c reactor test tries to listen to the port (and asks me to allow it to - but ignoring this has no effect on the test) But as the test run on loopback anyway they don't actually go through the firewall, and so they don't fail. If you've seen a test failing then the test is not using loopback and that should be fixed.
