Building the API documentation takes a while and is a onec-off task so for
developer convenience it doesn't need to be in the "all" target.
You can already disable it with the BUILD_DOCS cmake option but it's a pain to
twiddle those options all the time, and developers might want to build the docs
when they're done with changes e.g. to review APIdoc changes, but not to
re-build them for every source change.
Move the doc creation to a seprate target "make doc" that is not automatically
included in "make all"
