http://status.apache.org/ shows things pretty normal.

I had to "git pull" twice to update my repo:

  (trunk=5cdfd qpid/ build/ qpid/) > ~/git/qpid> git pull
  fatal: unable to connect to git.apache.org:
  git.apache.org[0: 54.84.58.65]: errno=Connection refused

  1 (trunk=5cdfd qpid/ build/ qpid/) > ~/git/qpid> git pull
  remote: warning: unable to access '/home/asf999/.config/git/attributes': 
Permission denied
  remote: Counting objects: 3459, done.  
  ...

Git clone worked normally through a connection via a different service provider.

Give it another try.
