If empty user file(or user file does not exist yet) is provided on creation of
file based authentication provider (for example,
Base64MD5PasswordFile,PlainPasswordFile),the provider is created in
UNINITIALIZED. Only after adding one or more users into it and restarting the
Broker, the sate became ACTIVE.
