As others have said you are not creating the language bindings because you've not got swigwin installed. If you look at the appveyor.yml file you will see that the Appveyor CI downloads swigwin using chocolatey[1]: "cinst -y swig" So if you install chocolatey you can install swig easily and then cmake will find it directly.
