Create a new operation on BrokerMemoryLogger that will permit access to the
cached logs. This will replace existing LogRecordsServlet.
At a high level:
* Allow the current contents of the BrokerMemoryLogger to be retrieved
* ACLs must be enforced check for the ACCESS_LOGS permission on the BROKER or
the VIRTUALHOST.
* Change BrokerMemoryLogger UI to integrate an existing log viewing
functionality: this will involve moving the currently log viewer widget (from
Broker tab) onto the Logger view tab.
