To help ease transition, the existing JMX interface will be wired up to the
durable BrokerFileLogger if it is defined.
* reloadConfigFile => UnsupportedOperationException
* log4jWatchInterval => -1
* availableLogLevels => domain of Level
* *effective* log level operations - map these to the filters where durable =
false
* *config* log level operations - map these to the filters where durable = true
