There is a defect in the VHN/VH dialogue that causes the file upload widget
(the widget that allows the initial virtual host config to be provided) to be
visible the first time the dialogue box is rendered. Once the 'upload'
checkbox is used once the hidden state of the upload widget is managed
correctly.
