The original issue highlighted in this JIRA (the typo QPID_WOKR rather than
QPID_WORK) does not seem to have been resolved/removed. %APP_DATA%/Qpid is a
more sensible default than either C:\Temp or the users home directory - but we
should remove the unused / broken code around setting to %HOME%
