We currently have separate concept of model version which has a different
cadence to the release number.
Change the model version so that it carries the same major.minor as the release
number (that is without, the third component, patch level). We think the number
should remain hardcoded rather than read from maven properties.. Change the
upgrader and initial-config.json.
