Fix For: qpid-java-6.0
The message "Average cleaner backlog ..." is currently logged at ERROR. Our
testing has allow us to understand this message does not represent an error
condition unless the condition persists. We should intercept/downgrade this
message to prevent the Broker cause false alerts.
