QPID-6786 added a new test that sends a message with a large enough group of
application properties in it to necessitate multiple frames being used. This
test works agaisnt the Java broker, but fails against the C++ broker. I
excluded this test along with some others in QPID-6874 thinking that this was
out of spec, but after some discussion that doesn't seem to be the case.
