Summary: Let virtualhost impose a maximum message size

Currently, the Port has the ability to place an upper limit on the size of a
message payload. In a managed service type scenario, it may be desirable to
impose a limit at the virtual host level so that the maximum message size could
be varied independently.
This feature will also have purpose for QPID-6960.
