Description: Partial port of QPID-6938 to add the ability to disable TLS
protocols from context variables. This future proofs the v6 Java Broker in
case a future vulnerability deems a TLS protocol unsafe for use. (was: Partial
port of QPID-6938 to simply enable TLS v1.1 and v1.2 in the Java Client. )
