Fix For: qpid-java-6.1
Switch the Java Broker's default configuration to use the anonymous
authentication provider. Remove the {{etc/passwd}} directory from the
distribution.
config-systests.json should continue to use password authentication, but it
should be switch to use a {{PlainAuthenticationProvider}}
