I think rather than aborting transactions, it would be preferable if we 
organised for the restart of the environment to first ensure no new connections 
can be formed, then close existing connections/pause the housekeeper and only 
then restart the environment.  That way there should be no transactions in 
flight.  I think this will be a cleaner solution.  I don't like the idea of 
trying to abort transactions whilst connections are still using them.
