Hi Ernie,
I mean the LICENSE file at the root of the repo. Every release artifact the
project ships contains a LICENSE file, which needs to detail the ALv2 (covering
any ALv2 code of ours, and any bundled 3rd party bits also using the ALv2) and
additionally call out any non-ALv2 licenced artifacts along with their licence.
E.g see the following:

For example:
Proton src release artifact:
https://github.com/apache/qpid-proton/blob/master/LICENSE
QpidJMS src release artifact:
https://github.com/apache/qpid-jms/blob/master/LICENSE
QpidJMS binary release artifact (note its not the same as above):
https://github.com/apache/qpid-jms/blob/master/apache-qpid-jms/src/main/assembly/LICENSE
Note you can either include the licence details directly in the file, or link
to their location elsewhere in the artifact/tree (e.g useful if the license is
really long, or bundled bits alsready have a file containing it).
