Summary: [Java Broker, HA] Broker configuration thread is used to perform
notification about removal of BDB HA VirtualHost when VH is closed in response
to environment state transition events (was: [Java Broker, HA] BDB HA
VirtualHost close on environment state transition events occurs in broker
configuration but VHN configuration thread should be used for it)
