After a receiver has been active (but once it has disconnected), messages
continue to flow from a waypoint to the router. The router sends a disposition
for these of MODIFIED with undeliverable-here set to true. The
undeliverable-here flag prevents the waypoint (qpidd in my case) from
delivering the messages again over the current link (and in qpidd's case it
actually treats it as a reject).
This means that you don't have proper queueing with waypoints in 0.5.
