As per

discussion on the mailing list, the Java Broker will currently reject a
message sent to an exchange target which it is unable to route to any queues.
We should enhance the broker so that
# There is a configuration parameter on the exchange to allow the behaviour to
be defaulted (reject / silently discard)
# Two [target
capabilities|http://docs.oasis-open.org/amqp/core/v1.0/os/amqp-core-messaging-v1.0-os.html#type-target]
are defined to allow a link to express its preference / state its behaviour
upon establishment. One capability will describe the "reject" policy, one
"discard". The broker should always send the actual policy in use on the link
even if the client did not indicate a preference.
We should also update the documentation on unroutable messages [here|
https://qpid.apache.org/releases/qpid-java-6.0.0/java-broker/book/Java-Broker-Concepts-Exchanges.html#Java-Broker-Concepts-Exchanges-UnroutableMessage]
to cover the AMQP 1.0 case.
