Add a Managed Operation to the {{AccessControlProvider}} that causes the rules
to be reloaded. If the rules are being provided by a data url, the operation
would be a no-op. The operation should required CONFIGURE BROKER permission.
Expose the operation to the UI as a button.
Also verify that replacing the ACL rules on the fly is safe and that in flight
transactions get either the old rules or new as the change is made.
