Currently the Java components are built using copies of dependent jar files in
the jar directory and some simple bash scripts invoking javac and jar.
Upgrade this so that dependency management and classpath management as well as
the java builds are more robustly maintained using Apache Maven (which is a
trend already established in other Qpid projects).
