Treat inter-router data links differently for flow control:
- Outgoing link capacity is only used to limit balanced deliveries per-address
(i.e. no address can have more than "capacity" outstanding deliveries across
the inter-router link)
- Link flow credit is _not_ tied to unsettled deliveries. This creates a risk
of locking up a link for all addresses because one behaved badly.
