Fix For: 0.10.0
1. Enhance the various policy object in the client by making them interfaces so
that users can create their own custom policies more easily.
2. Extract the current policies into a set of default implementations.
3. Add some additional method hooks that allow the policies to be applied on
per destination basis, i.e. allow a prefetch policy to set the value for a
consumer based on it's destination etc.
