The quick_perf targets for performance sanity checks have been broken
for some time.
The launch script for the quick_perf_c etc targets depended on other
test scripts which were re-written over time to fix race conditions
and python version variations.
This fix changes none of the logic, just uses the new conventions from
the other scripts.
