Summary: Rationalise broker logging levels

We need to ensure that logging levels are used consistently throughout the Java
Broker keeping in mind the expected use-case for each level.
We think the protocol level logging (which may contain secrets, depending on
the SASL mechanism in-use) should take place at TRACE level,
