As part of the ongoing work on preference we need a new store for those
preferences [1].
As part of this JIRA we should create the described interfaces and integrate it
into the existing code. This includes:
* calls to openAndLoad from the SystemConfig/VHN
* calls to create/update/delete from UserPreferences
This does not include the following (covered by separate JIRAs):
* useful backend implementation
* implementation of a recoverer
