Summary: Cursor snaps way above peeks in a rate chart

Add a chart. Delivery Count on a link is a good variable, because it changes
quickly. Click Configure button on the chart. Change chart type to Rate chart.
On the Duration tab set duration to something short, like 2 minutes. Apply and
close.
Position your mouse cursor under a peek in the chart. The circle that is
supposed to follow the mouse cursor and snap to the curve is placed way above
the peak.
If the chart rolls to the left under the mouse, which happens every time the
chart updates, the position of the snappy circle is not updated to match the
new height of the chart line. until I move my mouse.
