Currently the Java Broker supports ACL rules which can discriminate the
authority to publish based on the value of the message's "immediate" flag.
This feature makes no sense for AMQP 1.0 (where there is no such concept)
moreover it forces ACL checking to be "per message" rather than in terms of the
establishment of a publisher/publishing link.
For 6.1 we should deprecate this feature with a warning in the logs if its use
is discovered.
