I'm fairly certain that the urls are not built from info in the war file. The
list directly reflects the contents of tomcat's webapps directory.
What I could do is place an index.html file into the root of the console's
plugin dir since that is what tomcat is trying to load. This would be a brief
description of the console with a link to an upstream doc.
