Resolution: Not A Problem
This appears to be an issue with the hawtio framework and not the dispatch
console plugin. All of the menus on the top right of an hawtio page are created
and controlled by hawtio.
This particular issue appears the be similar to
https://github.com/hawtio/hawtio/issues/1616
Hawtio uses a javascript library named zeroclipboard to copy text to the
clipboard. This relies on flash being installed and working.
