I think the imposition of the limit needs to move completely to the operation. 
This will mean that the operation will have to take responsibility of the 
compression/decompression of content, according to the wishes of the caller 
(worst case: a decompression step followed by compression step when imposing a 
limit on content that is compressed).   
Also {{X-Content-Limit}} should be removed and {{X-Content-Truncated}} should 
be set for both Json and non-Json content.
