The attached patch moves the responsibility to limit the messageContent to the 
managed operation. The managed operation does not change the message content 
encoding. The REST layer remains responsible for changing the message content 
encoding to accommodate the client requirements (i.e., Accept-Encoding).
This might lead to unnecessary compression/decompression cycles but IMHO it is 
worth the clean separation of concerns. This is also only and issue when the 
content is limited meaning only a limited amount of data will be going through 
these additional cycles.
