Fix Version/s: 0.15.0
There is some ongoing debate about ambiguity in the meaning of idle-timeout in
the AMPQ spec and in proton. This change uses the term "heartbeat" which
*always* means the max allowed interval between *sending* frames. Once the
debate is settled we may add an IdleTimeout alias.
