mail thread, currently the way the qpid.work_dir variable is set is somewhat
odd due to its history. If it is set via the -prop command line property it is
used as the work directory, however if it is not set in this way then the value
from QPID_WORK is use and overrides and value set as a system property for
qpid.work_dir.
As outline in the mail thread I believe instead it should always use
qpid.work_dir if it set (in system properties or the environment) and only then
fall back to QPID_WORK
