Summary: Page loading message/animation is needed when there is a
large number of routers

When there are a large number of routers it can take several seconds to get all
the information needed to initially render the page.
A loading message or animation is needed. It should:
- only display if the page has not rendered after 1/2 second
- show progress so user can estimate how long it will take
