Summary: [Java Broker] The timeout when waiting for a response
from a server-initiated close should be configurable

If the broker initiates a connection close, we currently wait for a hardcoded
period of time (10s) before forcing a TCP close (should we have not heard back
from the client).
This timeout value should be configurable via a context variable, the default
should also be much lower.
