QPID-7300 added support for CORS using Jetty's CORS filter in its
implementation. Jetty's CORS implementation requires jetty-servlets.jar, but
jetty-servlets.jar has a transitive dependency on jetty-client. jetty-client
is not actually required to support CORS.
