Description: The state is set mistakenly to OPEN in init method of generic
JDBC configuration store. As result, the exception about unexpected store state
is thrown on activation of JDBC VHN preventing it from becoming ACTIVE. JDBC
System config also cannot be used because of the same reason. (was: The state
