I'm not sure the spec covers that case specificaly of sending heartbeats before
Open. I dont know what Proton/client would do. I dont think any of our servers
send before the client, so its probably not tested.
As for the waiting for seconds, no I cant say I have, though qpidd and ActiveMQ
both do the same.
