Kim van der Riet resolved QPIDIT-52.

Resolution: Fixed
Using cmake as the top-level installer, the test now installs into either a
default location (/usr/local) or any other system or local path that is set
into CMAKE_INSTALL_PREFIX.
Python's install is called by cmake to perform the installation and is
controlled in setup.py.
Individual install issues are now being tracked in their own JIRAs.
