Summary: Balance traffic across multiple connections between
routers

It is possible to configure multiple inter-router connectors between two
routers, but the traffic does not seem to be balanced across them.
Being able to scale the number of connections between routers is useful for the
router to scale with throughput when a single connection is contended.
